Edwardo Radjouki.   PHILIPSBURG--The St. Maarten Carnival Development Foundation (SCDF) Board has accepted the voluntary resignation of its President, Edwardo Radjouki, following a widely circulated video during the Lighted Parade in which he was seen using expletives on a loudspeaker.
